Thein Sein’s historic White House visit next week is the culmination of U.S. outreach to a former pariah regime. That’s been based on a principle of taking “action for action” by deepening ties in response to democratic reforms. (AP Photo/Charles Dharapak, File)

File - In this file photo released by Myanmar News Agency (MNA) on Thursday, March 31, 2011, Myanmar President Thein Sein delivers speech at the presidential house in Naypyitaw, Myanmar. Myanmar's president announced a major Cabinet reshuffle on Monday Aug. 27 2012, a move analysts see as advancing the once-pariah nation's reformist agenda. The shake-up is the biggest since President Thein Sein's government took office from the former military junta in March 2011 and launched a wave of dramatic reforms that have surprised the world and prompted Western powers to ease crippling sanctions. The announcement made late Monday on the president's official website said the overhaul affects nine of several dozen Cabinet posts. Some 15 new deputy ministers are also being appointed. picture made available on 29 July 2009 shows the general view of cargo freighters on the Yangon River and the BoTaTaung Pagoda in BoTaTaung Township, Yangon, Myanmar, 28 July 2009. A verdict in the trial of Myanmar opposition leader Aung San Suu Kyi for violating the terms of her house arrest is expected on 31 July. Suu Kyi, who has been confined for 14 of the past 20 years, faces an additional three to five years of detention for breaching the terms of her house arrest for allegedly allowing John William Yettaw, a US national to stay, after he swam to her house-cum-prison on 03 May and stayed there until 05 May. Suu Kyi's two housekeepers, Khin Win and Win Ma Ma, are also on trial. EU nations and the United States have stepped up sanctions against Myanmar to exert pressure to release the Nobel peace prize winner and other poltical prisoners, but critics say sanctions have little effect in changing the military juntas actions. In this Sunday, June 10, 2012 photo, a man buys a weekly news journal at a roadside newspaper stand in Yangon, Myanmar. The country's mushrooming media is poised at the crossroads. Media censorship is due to end this month. A Myanmar government soldier stands guard on Balaminhtin bridge over the Irrawaddy River near the city of Myitkyina in the north of the country after months of renewed fighting between government troops and the Kachin Independence Army, or KIA, February 22, 2012. Set up in the early 1960s, the KIA is one of the biggest ethnic armed groups that still has not signed a peace agreement with the government. There have been fierce battles between the KIA and government troops since last year while representatives from both sides have been holding peace talks for about six times, including twice in Ruili, a border town in neighbouring China. At the same time, thousands of local people have fled to Chinese border and bigger towns inside the Kachin State to escape the battle.REUTERS/Strinter (MYANMAR - Tags: MILITARY POLITICS SOCIETY)
